Looks like Optimum Online is messing with port filtering again.  Apparently the TCP SYN packet can get to port 80 on the host, but when that host tries to respond to the client with a source TCP port of 80, that packet is dropped.  Basically all TCP packets with a source port of 80 are dropped at the first router, not the border.

I suggest the usual complaining, etc.
